【Patent】Taiwan–France PPH to Launch July 1, 2025 — Accelerating Patent Access 2025/05/21

On May 21, 2025, during the Taiwan–France Economic Dialogue, Director General Liao Cheng-Wei of the Taiwan Intellectual Property Office (TIPO) and Director General Pascal Faure of the French National Institute of Industrial Property (INPI) signed a Letter of Intent for a Patent Prosecution Highway (PPH) between Taiwan and France, witnessed by Taiwan’s ambassador to France, Ho Pei-Chih, and Director of the French Office in Taipei, Franck Paris. The Taiwan–France PPH will take effect on July 1, 2025, marking a new milestone in bilateral IP cooperation.

The PPH program enables faster patent examination by sharing search and examination results between participating offices, reducing duplication and improving efficiency and quality. This new PPH cooperation will help businesses obtain patents more quickly and support their global patent strategies.

Since launching its first PPH with the USPTO in 2011, Taiwan has signed PPH agreements with six other countries, including Japan, Spain, Korea, Poland, and Canada. France is now Taiwan’s seventh PPH partner. According to TIPO, the average processing time for PPH requests in 2024 was 4.4 months, significantly shorter than the general average of 14.15 months.

Director General Liao noted that France is Taiwan’s 18th largest trading partner and its third largest within the EU, with bilateral trade reaching USD 6.538 billion. The Taiwan–France PPH will contribute to a more efficient transnational patent environment, allowing enterprises to secure patent rights more swiftly and strengthen their market positions. TIPO and INPI will continue to deepen cooperation to support both countries' IP protection and industrial development.
